One axis

Along Hongling Road, the district's major north-south corridor, Luohu will develop the Hongling financial headquarters development axis.

Two belts

Luohu will build a port economy development belt centered on the Luohu, Wenjindu and Liantang port areas.

It will also create the Great Wutong emerging industry belt across northern Luohu, connecting the Sungang-Qingshuihe key area with the Great Wutong ecological integration area.

Three clusters

The Sungang-Qingshuihe sci-tech innovation cluster will be built around the Luohu North sci-tech innovation agglomeration area.

The commerce, tourism and culture integration cluster will be built around the Great Wutong ecological integration area.

The Caiwuwei-Dongmen modern commerce cluster will be developed along Shennan East Road.
